Proclamation I, George W. Bush, President of the United States of America, and commander-in-chief of all that is just, moral and of importance to the American People in the land of Compassion, Democracy, Freedom and home of the Brave.
I, the 43rd President of the United States, herein hear the American voice of recognition and compassion for the preservation of an integral part of our countries heritage, pride and dignity found in that of the American horse and its service and loyal contribution to our country and mankind.
On this day, Monday, September Thirteenth Two Thousand and Four of our Lord I do hereby proclaim and declare that hereafter, all horses in America shall be listed and respectfully placed with America's other National Treasures.
All preservation and well-being shall be overseen and governed herein by the “United States Equine National Treasure Association” founded by Jennifer Hughes. From this day forward the American horse will be supervised under the terms and body of laws created by its board of directors.
Furthermore, with the declaration of the horse herein, I hereby abolish the slaughter of horses - intent of slaughter by way of transport, sale or other to our neighboring borders for human consumption, effective immediately. I hereby order the closing of all such operations with my signature herein.
All laws herein as that of our Nation's Treasure found in the American Bald Eagle apply to the horse and its place as a National Treasure from this day forward.
All regulations standards for the safety, well-being and humane treatment of the equine herein a National Treasure shall be at the sole discretion and design of the United States Equine National Treasure Association and its rules and laws created by its board of directors.
I hereby grant full authority to exercise the law pertaining to the well-being of the American horse and the laws created to protect them structured by the United States Equine National Treasure Association as it deems necessary.
All standards created for the betterment of the equine in America shall become law. I hereby grant authority to designate mandatory and legal regulations that will instill and preserve the integrity of the horse in history and in its present time and areas of use.
Herein it is the responsibility of the United States Equine National Treasure Association to make the American Equine and its areas of use, and all whom the horse serve in all venues, a beacon of promise to always remember and pass down to future generations our heritage and how the home of the free and the brave was obtained!
From the mountains to the prairies. I, George W. Bush, on this day set the spirit of the horse free to be as one in the wind with the eagle and the colors we love.
